The report is titled "Afghanistan: Sustaining West European Support for the NATO-led Mission"
Now, it's the subtitle that caught my eye: "Why Counting on Apathy Might Not Be Enough"
I hadn't realized it, but these guys really DO count on apathy. They expect that all they have to do is nothing, for the most part.
For example, when they say, "The Afghanistan mission's low public salience has allowed French and German leaders to disregard popular opposition and steadily increase their troop contributions" they are describing exactly the 'norm' (politicians ignoring the populace and doing what the 'powers' tell them to do).
They expect nothing from the people. But it was still troubling to them, and so, for the French, who are sympathetically motivated and motivated by loyalties, an appeal from Obama and pictures of Afghan women and children were suggested.
Germans, more worried about 'purity' they targeted with fears of terrorism, drugs, and refugees.
Your tax dollars, hard at work, making sure that you don't *STOP* spending them (because the spooks' jobs depend on having lots of things to be afraid of).
