It's a German Anti-Aids Commercial. Of course, the Jerrys have a far more sensible culture that allows for the broadcast of sexual imagery during prime time (one of the benefits of shipping all the religious anti-tolerants off to the 'New World' was freedom from prudery).
It's got two lines in it that are translatable:
The first is 'AIDS is Mass Murder' and the second is 'Protect Yourself'.
I'd embed it if I could. Probably better off though (some folks might find Hard-On Hitler a bit perturbing if they didn't pick it themselves).
