that people are basically evil, and thus, we have to appoint a *good* over them to control them (and concentrate power) is opposed diametrically to the concept that people are basically good and thus we have to decentralize power to ensure control are antithesis.

I have to note that in the case of the first precept, the idea that there might be a *good* guy who we could appoint as a *white knight* to save us all *ATTRACTS* the very evil assholes that one would want to protect oneself against.
